More killings and ultimatum deepen Syria conflict

BEIRUT (Reuters) - Syrian rebels on Wednesday gave President Bashar al-Assad a 48-hour deadline to comply with an international peace plan otherwise they would renew their battle to overthrow him.

The ultimatum was issued after U.N. observers reported the discovery of 13 bodies bound and shot in eastern Syria, adding to the world outcry over the massacre last week of 108 men, women and children.

The latest developments emphasized how the peace plan drafted by U.N.-Arab League envoy Kofi Annan has failed to stem 14 months of bloodshed or bring the Syrian government and opposition to the negotiating table.

Colonel Qassim Saadeddine of the rebel Free Syrian Army said its leadership had set a deadline of 0900 GMT Friday for Assad to implement the peace plan, which includes a ceasefire, deployment of observers, and free access for humanitarian aid and journalists.

If it fails to do so "we are free from any commitment and we will defend and protect the civilians, their villages and their cities," Saadeddine said in a statement posted on social media.

Both sides in the conflict have violated a tenuous ceasefire over the past two months but Assad's forces have been by far the worst offender, according to U.N. monitors.

Outrage at last Friday's massacre in the town of Houla, led a host of Western countries to expel senior Syrian diplomats on Tuesday and to press Russia and China to allow tougher action by the U.N. Security Council.

Major-General Robert Mood, the Norwegian head of the observer mission, said the 13 corpses found on Wednesday in Assukar, about 50 km (30 miles) east of Deir al-Zor, had their hands tied behind their backs. Some had been shot in the head from close range.

Mood called the latest killings an "appalling and inexcusable act" and appealed to all factions to end the cycle of violence.

He did not apportion any blame but Syrian activists said the victims were army defectors killed by Assad's forces.

Video footage posted by activists showed the bodies face down on the ground, hands tied behind their backs, with dark pools of blood around their heads and torsos.

U.N. peacekeeping chief Herve Ladsous said in New York on Tuesday that the Syrian army and "shabbiha" militiamen supporting Assad were probably responsible for killing the 108 people in Houla with artillery and tank fire, guns and knives.

The government denied any responsibility and blamed Islamist "terrorists" - its term for rebel forces.

The uprising began last March with street protests against Assad, who succeeded his late, authoritarian father Hafez al-Assad 11 years ago to perpetuate the family dynasty.

While initially a pro-democracy movement, the struggle has grown into an armed struggle increasingly involving sectarian rivalries pitting the Sunni Muslim majority against the Alawite sect, to which the Assad clan belongs.

Assad's forces have killed 7,500 people since it began, according to a U.N. toll. The government, which says the unrest is the work of foreign-backed terrorists, says more than 2,600 soldiers or security agents have been killed.

PEACE PLAN

Annan, trying to save his peace plan from collapse, told Assad in Damascus on Tuesday that Syria was at a tipping point.

The pro-opposition Syrian Observatory for Human Rights said that more than 100 people were killed the same day. Syria's state news agency said pumping had been halted to an oil pipeline in eastern Syria after a bomb attack on Wednesday.

Diplomats said the U.N. Human Rights Council would meet in Geneva on Friday to consider the Houla massacre, the fourth time Syria has faced such scrutiny since the anti-Assad revolt broke out in March 2011.

Assad has so far proved impervious to international scolding and Western sanctions for his crackdown and has failed to return troops and tanks to barracks, as required by the Annan plan.

However, the U.N. observers sent in to monitor a notional ceasefire were able to verify the horrors in Houla, which produced a wave of world revulsion.

Assad's heavyweight international allies, China and Russia, stuck to their rejection of any intervention or U.N.-backed penalties to force him to change course.

Asked if Western and Arab countries were pressing Moscow to change its position, President Vladimir Putin's spokesman Dmitry Peskov said on Wednesday: "Russia is a country with a consistent foreign policy and any pressure is hardly appropriate."

The West is itself averse to military intervention, although French President Francois Hollande said on Tuesday this could change if the U.N. Security Council backed it. But that is not possible unless veto-wielding members Russia and China allow it.

KICKED OUT

Turkey joined other countries including the United States, Britain, France and Germany in expelling Syrian diplomats in protest at the Houla massacre, saying unspecified international measures would follow if crimes against humanity continued.

Stung by the expulsions, Syria told the Dutch charge d'affaires to leave. She was one of the few senior Western diplomats left in Damascus.

Despite the diplomatic deadlock, Annan, a former U.N. secretary-general and Nobel peace laureate, is pressing on with his mission.

"It is important to find a solution that will lead to a democratic transition in Syria and find a way of ending the killings as soon as possible," he said after talks in Jordan on Wednesday. "With goodwill and hard work, we can succeed."

It is hard to see where a breakthrough might come from.

China reiterated that it opposed military intervention and did not support a forced change of government.

Russia also reasserted its hostility to military action or to any further Security Council measures beyond a non-binding statement condemning the Houla killings.

"We believe consideration in the Security Council of any new measures to influence the situation now would be premature," Deputy Foreign Minister Gennady Gatilov said.

Russia and China have twice vetoed Western-backed Council resolutions condemning the crackdown.

In New York, Annan's deputy Jean-Marie Guehenno told the Security Council that direct engagement between government and opposition was "impossible at the moment".

He also expressed serious doubt over the Syrian government's commitment to the Annan plan, a diplomat with knowledge of the closed session said.

RIM loses another senior executive

(AP) ? Struggling BlackBerry-maker Research In Motion Ltd. said Monday that it is losing another senior executive as its chief legal officer is retiring from the company after 12 years.

RIM said that Karima Bawa had been in discussions about her retirement for some time and plans to stay on to help with the transition once a replacement has been hired.

The once-iconic BlackBerry company is facing its most difficult period in its history. RIM is working on launching a new software operating system just as North Americans are abandoning their BlackBerry's for Apple's iPhone and smart phones that run Google's Android software.

The latest departure also comes as RIM is reportedly about to announce a restructuring that could result in thousands of job cuts. The Globe and Mail, citing people close to the company that it didn't identify, reported RIM will soon announce at least 2,000 layoffs.

A RIM spokeswoman declined comment on the report but noted that new chief executive Thorsten Heins said in late March that he would streamline operations and drive efficiency and that the chief financial officer said RIM's goal is to save $1 billion this fiscal year.

RIM has about 16,500 employees, down from a peak of almost 20,000. The Waterloo, Ontario-based company let go 2,000 workers last July.

The retirement also follows the departure last week of Patrick Spence, RIM's head of global sales. A number of executives left earlier this year, including founder Mike Lazaridis and co-chief executive Jim Balsillie. Lazaridis remains on the board.

Heins became RIM's chief executive in January after RIM lost tens of billions in market value.

Egypt, Libya qualifiers to be played without fans

JOHANNESBURG (AP) -World Cup qualifiers involving Egypt and Libya next month will be played without fans, FIFA said on Wednesday, while security arrangements for matches in Mali, Nigeria and Kenya were being scrutinized.

Egypt-Mozambique in Alexandria on June 1 and Libya-Cameroon in Sfax, Tunisia on June 10 will be behind closed doors, the world football body told The Associated Press in a written reply to questions. FIFA said the decision was taken by local authorities and football federations in those countries.

Mali's game against Algeria could be moved out of the West African country after the president was toppled in a coup.

The ruling body also was reviewing security plans for Nigeria's home game against Namibia in the southeastern city of Calabar, which it said were "comprehensive and very thorough."

The match was to be played in Kaduna, in the center of Nigeria, before bomb attacks there by a radical Islamic sect.

FIFA and the Confederation of African Football hadn't yet decided if Mali-Algeria would go ahead in Mali after recent violence in the capital Bamako following the coup in March and fighting involving countercoup forces this month.

Two foreign clubs, Sunshine Stars of Nigeria and Al-Ahly of Egypt, were stranded in Bamako two weeks ago during fighting after playing African Champions League games.

FIFA said it had been monitoring the situation in Mali since March. Algeria last week requested the tie be moved to a neutral venue because of the instability.

"A final decision following further discussions between FIFA and CAF is likely to be made in the next few days," FIFA said on the venue.

Egypt's interior ministry decided this month that the national team could open its World Cup qualifying campaign on home soil after a riot at a club game in February left 74 people dead and ended all domestic football in the troubled country for the season. The violence at a stadium in the Mediterranean city of Port Said also dragged football into ongoing political violence.

Egypt hasn't hosted an international since October, and despite initial pleas from Egyptian football authorities for fans to be allowed back, the government and Egyptian Football Association had agreed that the match be closed to supporters, FIFA said.

Tunisia hasn't allowed fans at most games since the Arab Spring uprising there early last year and would again close off the Libya-Cameroon game. Libya hasn't been able to play in its home country since the start of the civil war that ended Moammar Gadhafi's rule.

FIFA had also asked for security plans from Kenya before its qualifying competition, but added it was "not unusual."

Kenya hosts Malawi on June 2 in Nairobi, which has seen hit-and-run grenade attacks in the last few months that were blamed on Somali militant group al-Shabab.

Facebook's reach is wide but not deep.

Few users surveyed in an Associated Press-CNBC poll say they click on the site's ads or buy the virtual goods that make money for it.

More than 40 percent of American adults log in to the site ? to share news, personal observations, photos and more ? at least once a week.

In all, some 900 million people around the world are users. But many of them don't have a very high opinion of Facebook or trust it to keep their information private.

If Facebook the company were a Facebook user, it would have a lot of virtual friends but not many real ones, the poll suggested.

Users' distrust limits the value of the site's ads. Advertisers want to target their messages to the people most likely to respond to them. And the more Facebook knows about us, the better it will be at tailoring those ads to our interests.

Yet in the poll of U.S. adults published Tuesday, only 13 percent said they trust Facebook "completely" or "a lot" when it comes to keeping their personal information private. A majority, or 59 percent, said they trust Facebook "only a little," or "not at all."

Users' desire for privacy and Facebook's need to target advertising aren't necessarily opposing interests. Facebook doesn't expose information about its users directly to advertisers. Instead, it effectively accepts missions to deliver ads to groups of people, like "moviegoers" or "people planning trips to Europe." It's up to Facebook to figure out how to find those people.

But the company doesn't seem to be connecting very well. In the poll, 83 percent of respondents said they "hardly ever" or "never" click on the ads Facebook serves up.

The ones who did click through were enough to yield the company $4.34 per user in advertising last year. That's up from $3.07 in 2009. So the company is getting better at making money from its user base, but it has a long way to go to fill out the market capitalization of nearly $100 billion implied in its IPO pricing.

Google, another online advertising company that walks a similar line between ad targeting and privacy, makes more than $30 per user, per year. People also like it more. In the AP-CNBC poll, 71 percent of respondents had a favorable opinion of Google, compared to 51 percent for Facebook.

"Somehow Facebook still hasn't stumbled upon a model that's proven consistently successful for marketers, or that brings in the massive revenues to match the site's massive user base," Forrester Research analyst Nate Elliott said in a blog post.

The Wall Street Journal reported Tuesday that General Motors Co. plans to stop advertising on Facebook because the company has concluded that the ads are ineffective. The paper cited anonymous sources.

GM spokesman Tom Henderson said the company is "reassessing" advertising on Facebook, but would not say if the company has made any changes.

Debra Aho Williamson, an analyst at research firm eMarketer, said Facebook has plenty of opportunities to be a better link between advertisers and users. For instance, it can be more effective when it places an ad in a social context. People are much more likely to click on an ad if a friend has already "liked" it or if it consists of a comment a friend posted on the brand website, she said.

"This all fairly new and experimental. I don't think we've seen the full results of what adding social context means when it comes to the response to advertising," she said.

Advertising made up 82 percent of Facebook's revenue in the latest quarter. The rest came from the purchase of Facebook "credits" for the purchase of virtual goods, like cows in "Farmville" or chips in "Zynga Poker." But like advertising, this is a business that touches only a minority of Facebook users. Last year, 15 million users, or only 2 percent of the total, bought any credits at all.

If Facebook wants to help stores selling something other than virtual bling, it has to overcome skepticism among users first: The poll found that a majority of respondents, or 54 percent, would feel "not too safe" or "not safe at all" buying goods such as clothes or services such as travel from the site. Only 8 percent said they would feel "extremely safe" or "very safe."

The Associated Press-CNBC Poll was conducted May 3-7, 2012, by GfK Roper Public Affairs and Corporate Communications. It involved landline and cell phone interviews with 1,004 adults nationwide and had a margin of sampling error of plus or minus 3.9 percentage points.
