This position is located in the Groups in Focus Section, Special Procedures Branch, Human Rights Council and Special Procedures Division of the Office of the High Commissioner for Human Rights and the incumbent reports to the Chief of Section.
Responsibilities
Under the supervision of the Chief, Groups in Focus Section, and the general supervision of the Chief of the Special Procedures Branch, the Human Rights Officer will be responsible for the following duties: Plan and coordinate activities related to specific special procedures mandates; Conduct research and analysis of human rights issues/events and assess their impact on the human rights situation with respect to assigned mandates, and integrating a gender perspective; Provide support to Special procedures mandate-holders in drafting annual reports to the Human Rights Council and/or General Assembly; follow-up on implementation of decisions rendered by policy-making bodies; Define work plan for area assigned in accordance with established terms of reference; Assist the Special Procedures mandate-holder(s) in fact-finding missions, including preparation of the missions, drafting of mission reports, follow-up to the implementation of recommendations and handling of communications; Represent UN human rights programme at working level meetings including in meetings with United Nations bodies and agencies, Specialized Agencies, and non-governmental organizations; Draft a variety of reports, communications, briefings, statements, etc., including to policy-making bodies; Provide guidance to new/junior staff; Perform other related duties as required.
Competencies
PROFESSIONALISM: Good knowledge of and exposure to a range of human rights issues, to include approaches and techniques to address sensitive problems. Good knowledge of and exposure to institutional mandates, policies and guidelines relating to thematic procedures of the Human Rights Council; Sound knowledge of problems, i.e., political, ethnic, racial, gender, social, economic, etc., having a negative impact on the enjoyment of human rights; Good analytical and research skills: Sound judgement and negotiating skills.
COMMUNICATION: Strong communication (spoken, written and presentational) skills, including the ability to produce a variety of written reports in a clear, concise style, to deliver presentations to external audiences, to build/maintain effective partnerships;
PLANNING AND ORGANIZING: Ability to establish priorities and to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines;
TECHNOLOGICAL AWARENESS: Good computer skills, including proficiency in word processing
TEAMWORK: Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Education
Advanced University Degree preferably in law, political science, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience at national and international levels in the human rights or related field. Significant experience of the UN human rights machinery will be an asset.
Languages
Proficiency in English or French. Working knowledge of the other and/or Spanish is an asset, and knowledge of another UN official language an advantage.

Assessment Method
A written test and competency-based interviews will be used to assess short-listed applicants.
